 As I said, extract is a target like any other. Dependencies specified in
 depends_extract have to be checked for in the registry. A build command
 running at the same time could result in xz being upgraded which could
 mean it is in the middle of being deactivated when perl5.38 tries to use
 it to extract its distfile.
