#71175: nghttp2 @ 1.64.0 does not respect macosx_deployment_target or
macosx_sdk_version

 When checking min versions I get:

 sdk: 14.4
 }}}

 This looks like it arose (based on when the issue started happening in my
 build) when upgrading to 1.64.0 from 1.63.0 but I can't find anything in
 the `Portfile` that would indicate why or how this is happening.

 The same problem appears to be occurring for `sqlite3`
