 Ok, I found a fix. Use MacPorts perl, not system one.

 configure.perl      ${prefix}/bin/perl5
 }}}

 Now it builds fine:
 {{{
 sh-5.1# port -v installed autoconf
 The following ports are currently installed:
   autoconf @2.72_0 (active) requested_variants='' platform='any any'
 archs='noarch' date='2024-09-04T11:58:37+0000'
 }}}
