 On the last question: `port installed and active` outputs what you'd
 expect it to, but you'd need to figure out how to use it to create a list
 you can pass to `port activate`. I'm not really certain how you'd got
 about deactivating all ports though, and reactivating everything *in the
 right order* might be even more tricky.

 But IIRC there's a script to upgrade an installation after an OS upgrade
 which could be of help here.
