 [https://en.cppreference.com/w/cpp/header/charconv charconv] is a C++17
 addition. The `gdal` port sets `compiler.cxx_standard 2017` and
 `legacysupport.newest_darwin_requires_legacy 16`. According to the log
 this issue happened on macOS 10.13.6 (darwin/17.7.0). Perhaps
 `legacysupport.newest_darwin_requires_legacy` should be increased to 17?
