 tiff uses libLerc (as of 6bba66a) and builds both a static and dynamic
 library libtiff. Lerc is only built as a dynamic library, leaving the Lerc
 symbols undefined in libtiff.a. Lerc should be built as both a static and
 dynamic library. Alternatively, make Lerc support a variant of tiff (I
 might guess that Lerc support is a fairly niche feature of libtiff).
