 MacPorts from ''MacPorts-2.10.1.tar.gz''. MacOS Software Update installed
 an update to the command-line tools, and I renamed the directory to keep
 it offline.

 After moving /Library/Developer/CommandLineTools aside it worked if I
 remembered to clean it before trying the install again. I forgot that step
 before. So for me it is just [https://trac.macports.org/ticket/70750
 #70750] in operation.
