 For the moment perhaps.

 But you will very likely find things will soon be oddly broken and
 dyfunctional and will need to be rebuilt, as the SDK location that
 MacPorts' base and Portfiles are written to use is:

 {{{
 /Library/Developer/CommandLineTools/SDKs
 }}}

 So I would suggest you install the CLTs.
