 I found another ticket that suggested I delete Command Line Tools with
 {{{sudo rm -fr  /Library/Developer/CommandLineTools}}} and reinstall it
 first before attempting any more builds. This seems to have allowed
 {{{gmp}}} to build successfully.

 Apologies for the noise, I request that this ticket be closed.
