#70953: Jupyter-Notebook opens XQuartz

I'm not sure that this is really a bug, but more of an annoyance.
When I open jupyter-notebook-3.10, from the command line, it first opens
XQuartz, then once that's done, all runs as expected in my web browser.
In general XQuartz is slow to open, so this means that on first opening
jupyter-notebook-3.10 is slow to open. If I then open a second instance,
it opens quickly, as it should (since XQuartz is already opened)
I can also close XQuartz without any apparent problem with jupyter-
notebook-3.10. So, it doesn't seem to actually be using it, but still
just opens it up. So, it seems that some part of the port checks for an
opened XServer, opens one if it isn't running, then continues on without
using it.
So, I am not sure that it is actually notebook, or jupityer_server. And,
I do see the same issue with other versions (ie jupyter-notebook-3.11).
I do know that this did not used to occur with some earlier versions of
notebook ports, although, I don't know exactly when it appeared.
