 In #70468, the user was experiencing the problem with the
 php74-apache2handler port, so that is the one that needed to be cleaned
 and tried again. You are experiencing the problem with the php74 port, so
 that is the one that needs to be cleaned and tried again in your case.
 Your transcript above does not contain the line `---> Configuring php74`,
 showing that it was not cleaned before trying again. It is the configure
 phase which would respond to changing the value of `configure.cflags`;
 your attempt failed since the configure phase was skipped because it was
 already completed (with the old value of `configure.cflags`) from your
 last attempt. So run `sudo port clean php74` and try again.

 If it fails again, please file a new ticket and attach the new main.log
 file. There may be a new additional problem on macOS Sequoia. Our
 automated build of php80, which already contains the fix for #70468,
 failed on macOS Sequoia for reasons I have not yet investigated; I would
 not be surprised if all earlier versions of php also fail for this new
 unknown reason.
