 Upstream issues:
  * https://github.com/pypa/setuptools/issues/4935
  * https://github.com/pypa/wheel/issues/659

 Making sure that wheel is automatically up/downgraded to avoid this kind
 of failure is a good reason to restore the unnecessary dependency until
 setuptools gets this sorted out.
