 Ticket #72402 involves a case where features disabled by the current
 config-flag settings are being referenced by `legacy-support`
 enhancements, resulting in errors.  The enhancements should also be
 disabled in such cases.

 It appears that this relates to the lack of support for the
 `_DARWIN_C_SOURCE` flag in the 10.4 headers.
