 No, sorry, I am confused too.

 Turns out my local version is newer (3.0.18) than the one in MacPorts, and
 the universal/arm64 support was added somewhere between the versions. The
 reason it's not been upstreamed is probably that I don't have commit
 access, and no longer want to do the PR dance for ports I didn't create
 myself.

 If you're adventurous you can pull my macstrop tree from
 github.com/RJVB/macstrop, and then just install the port via

 {{{
 > sudo port -n install /path/to/macstrop/multimedia/VLC
 }}}

 It *should* detect that you're on arm64 and install the corresponding
 version. Some of my users may have tested that, but I certainly never have
 been (nor will be) able to test it myself.
