Comment:

 Can you try setting this in your shell, per the recommendation in the log:

 {{{
 export CMAKE_TLS_VERIFY=0
 }}}

 Then run `sudo port clean apache-arrow`. And finally, rerun the upgrade.

 And let us know how it goes!
