 Based on comments above, I started to wonder if something was blocking a
 particular download.  I turned off Zscaler (security software) and then I
 was able to get it to upgrade.
 I've never run into a problem between zScaler and Macports, and I'm not
 sure what's different about this port, or the particular URL that is being
 used.

 But, it does now build.
