 mpdecimal looks to be a new dep for python313.

 A universal build of mpdecimal fails (log attached).

 Using the muniversal 1.1 PortGroup also fails, differently (log attached).

 A universal build of python313 is called in whenever someone tries to
 build +universal for any port that needs meson.
