 In my case, MacPorts installed `py-orjson` because I installed the popular
 monitoring tool `glances`.  `py-orjson` is a required library dependency
 for the `glances` port.

 And I suspect `rust` will be stuck at that old version for the macOS 10.12
 and earlier.  But you may want to ask on the MacPorts mailing list.

 So I think the solution is to install the last working version (3.10.13_0)
 of `py-orjson` for for the macOS 10.12 and earlier.  I would also include
 a `note` stating that the last working version has been installed.  Your
 mileage may vary..... etc....
