 I had exactly the same problem (faile at the ./configure stage with exact
 same error message) after Sequoia update.
 Problem solved compiling C++ fails as suggested on the Macport macOS
 Sequoia Problems page https://trac.macports.org/wiki/SequoiaProblems.
