Comment (by jmroot):

 `images_to_archives.tcl` should theoretically be loading the newly
 installed `registry.dylib` which should in turn be linked with the new
 sqlite. Maybe the issue is a missing rule to rebuild `registry.dylib` when
 `vendor/tcl` changes.
