Comment (by ryandesign):

 It is reasonable to expect that a maintainer will verify that all of the
 port's patches apply correctly when updating the port to a new version.
 This may require the maintainer to manually temporarily alter the
 conditions under which the patches are applied in order to test them. This
 is why I prefer that patches be unconditional and that patches be
 submitted to upstream so that they will over time diminish.
