 Hmm, trying a clean install of glib2 doesn't seem to fix the issue(so
 running the commands suggested by mascguy doesn't change anything).

 But what worked was installing the port gettext @0.22.5_0 separately. And
 then installing glib2 afterward.
 I afterward noticed that it was already installed and I just additionally
 installed gettext @0.22.5_0+universal

 I was now trying to reproduce the error by uninstalling both gettext and
 glib2, then cleaning them and just installing glib2, and gettext
 automatically as a dependency. But so far building glib2 has always
 worked.

 Thus I think this issue can be resolved. And hopefully was just some weird
 upgrade bug.
