#71943: Explain legacy-support issue with precompiled rustc

Ticket #59135 mentions an issue with a precompiled `rustc` running on a
different OS than the one where it was built. But it's lacking in detail,
both about what the issue is, and also about how the versioned-symbol hack
 [https://github.com/macports/macports-legacy-
 support/commit/834c79180070f0472e7f9593b7b99e1e7958ab4b] works to fix it.
A better explanation would be helpful.

I'm assigning this to Marcus, as the reporter of the issue, though I'm not
holding my breath for a response. Perhaps Ken knows at least some of it.

Regarding versioned symbols, if there's some online documentation
regarding that feature, a link would be fine.
