 There seem to be three issues in this old ticket:

 1. Issues with a mismatched SDK version.  Since everything related to SDK-
 version handling has been completely overhauled, it's reasonable to assume
 that this aspect is fixed until proven otherwise.

 2. Issues with a mismatch between the build-target OS and the running OS.
 I filed #71942 to track addressing that issue.

 3. Mismatched OS-version issues with precompiled `rustc`.  I filed #71943
 just to get more information on the exact nature of the problem and the
 current (undocumented) fix.

 At this point I think it makes sense to close this ticket.
