 Just to clarify, there are two basic questions here:

 1. What is the purpose of the disabled enhancements to the `atexit` code?
 They must not be terribly important, considering that they were disabled
 almost immediately and nobody has complained. :-)

 2. Is there a simple test that exhibits the infinite recursion bug?  I
 think I know why it happens, but it would be useful to have a test to
 verify the fix.
