 We also see this problem on our 10.13 and 10.14 build machines (but not
 earlier or later versions).

 I'm surprised because
 [https://developer.apple.com/documentation/coretext/ctfontmanagercreatefontdescriptorsfromdata(_:)
 Apple documentation] says `CTFontManagerCreateFontDescriptorsFromData`
 should exist in 10.13 and later.

 Assuming this is not due to something we're patching in the port, this
 problem would been to be reported to the developers of harfbuzz.
