 It looks like archivefetch is succeeding but creating an empty destroot.
 The `icu-76.1_0+universal.darwin_22.arm64-x86_64.tbz2` on
 packages.macports.org is not empty, but there's also no sign of it being
 fetched in this log. Do you somehow have a different version of that file
 already present in `/opt/local/var/macports/incoming/verified` or
 `/opt/local/var/macports/software/icu` when the build begins?
