 Based on that, it seems you're right, the major version (between the
 periods in the filename) was changed from 2 to 16 so everything that links
 with the library needs a revbump. There is no automated way to determine
 which ports link with the library, no automated way to revbump them, and
 no automated way to verify that the ports can still build against this new
 version, so this update will involve a lot of manual work. I cannot take
 on an update of this magnitude right now.
