Comment (by Dave-Allured):

 I see two possible strategies.  (1) Universally replace `pkgconfig` with
 `pkgconf`.  (2) Allow both to coexist, and resolve the very few conflicts
 between them.  Then ports would individually depend on one or the other.
 It is not clear to me which way would be better for MacPorts.  Thoughts?
