 While that's true it's also the opposite of convenient and easy to
 remember (consider the context I described) ... and it doesn't address the
 issue that `port deactivate foo` will give false alarms about dependents
 that won't be broken by the requested port deactivation.

 FWIW, this would be a change that I'd be willing to make myself and
 contribute back, if it doesn't require going down rabbit holes and if
 there's interest in it (I guess I should have asked on the devel ML for
 that...)
