 Thank you for the help.

 I successfully followed the instructions above to install and activate
 py313-sip at 6.10.0. Then I cleaned the QGIS3 port, and attempted install
 again. The Build was successful and it successfully installed.

 For anyone following before a fix is made, here is the Github link for py-
 sip @6.10.0, within which is the subport py313-sip:

 Now my problem is I cannot open the application. Every time I right
 click/open the QGIS app file, it gives an error [The application “Finder”
 does not have permission to open “(null).”]

 I know this is not your realm at this point, but any way to address this
 in the build/install process or do I now have to work with QGIS team to
 figure out why it won't open?
