installed version usually (barring a revision) is different than the new
version it is testing for.

Any idea how to fix it? For me it fails on 10.6 right at the end of
configure. On arm64 machine at that point the output will be that tcl uses
stubs. Nothing gets generated on failure (config.log only shows that zlib
test fails, which I mistakenly connected to the configure failure, but it
is unrelated and also fails on arm64 – their test is both wrong and
inconsequential), it just spits out `Error: 1`. (Just in case, I tried
with a modern compiler, it also fails identically, so it is not Xcode gcc
fault.)
Every earlier version of `sqlite3-tcl` was building fine.
