dependency NSS3 is not recorded in Portfile

 In order to perform a `clean build` of coming GCC 16 on `PPC Leopard, Mac
 OS X 10.5.8` I had de-activated almost all ports, Now I am re-activating
 them and port creates problems, trying to `upgrade` software instead of
 `activating` it. With `poppler` this happened:

 CMake Error at CMakeLists.txt:166 (MESSAGE):
   Could not find the 3.68 version of NSS3.  If you're not interested in
 the
   features it provides set the cmake ENABLE_NSS3 option to OFF

 So port disclosed a missing dependency.
