 mysql8: update to 8.4.11

 https://dev.mysql.com/doc/relnotes/mysql/8.4/en/

Lower the floor to darwin 17. Oracle supports 8.4 on macOS 14 and 15,
 arm64
only, but 8.4 builds as C++20, which a MacPorts clang supplies regardless
 of
the host, and legacysupport covers the libc gaps. Tested by building
 8.4.11
on 10.14 and running the MTR suite: 5279 of 5293 passed, none of the
 failures
 attributable to the OS.

Set FIND_PROC for Darwin. cmake sets it outright only for Linux and
 Solaris
and its probe finds nothing usable here, so the generated mysqld_safe
 carried
a bare `if` and would not parse at all. Nothing noticed because the
startupitem runs mysqld under daemondo and never calls mysqld_safe. The
 SysV
form cmake would otherwise use is also wrong on Darwin, matching the bare
 pid
 in any ps column.

Do not build NDB. WITH_NDB is already off by default, but storage/ndb is
still traversed as a plugin and its ten client libraries are built from
 some
320 sources and then not installed.

Reword the server notes. Initialising a new install is required rather
 than
suggested, so say so and name the ibdata1 error it otherwise produces; and
note that an upgrade stops the running server, which has to be started
 again
 afterwards.
