 arti: add launchd startupitem

 Add a startupitem so that arti can be run as a service via `port load`,
 along with a dedicated _arti user (arti refuses to run as root unless
 application.allow_running_as_root is set), a default configuration
 installed on first activation only, an arti.d drop-in directory, and
 separate state and cache directories.

 Also install upstream's fully-commented reference configuration to
 ${prefix}/share/doc/arti/examples.

 storage.state_dir and storage.cache_dir are passed on the command line
 rather than written into the user's configuration file, which MacPorts
 never updates after installing it.
