 It's 404 because the file is not there. The web server doesn't know if the
 build hasn't been completed yet, or the build failed, or there are
 incompatible licenses. Whether archives of a port could be distributed is
 a different question to whether they are currently available. The former
 would be a nice thing to be able to find out, and I'm pretty sure there is
 an enhancement ticket open for it. As Ryan mentioned, the latter can only
 be determined by querying all the mirrors, which results in a 404 when
 they don't have it.
