 rust_build PG: build bundled LLVM with a new enough clang

 lang/rust and lang/rust-bootstrap compile the LLVM bundled in the Rust
 source
 tree, but the rust PortGroup only asks for `compiler.cxx_standard 2017`,
 whose
 Apple clang minimum in base is 1000.11.45.2. That admits Apple clang 11
 and
 12 -- too old for LLVM 21 -- on exactly the two macOS versions whose
 newest
 Apple clang falls in the gap between that bound and the `{clang < 1204}`
 that
 lang/llvm-NN already enforces for the same sources.

 On macOS 10.14.6 with Apple clang 11.0.0 (clang-1100.0.33.17), building
 rust
 1.97.1 fails in AMDGPU/SIInstrInfo.cpp with "use of overloaded operator
 '!='
 is ambiguous": that clang mis-ranks the integral promotion of a TableGen
 `enum : uint16_t` against llvm::Register's operator!= overload set.
 Verified
 on a clean 10.14.6 host -- unpatched the build dies at SIInstrInfo.cpp.o,
 and
 with this blacklist it selects MacPorts Clang 17 and completes, exit 0.

 Also verified on 10.15.7 that the PortGroup placement takes effect: the
 port
 now chooses macports-clang-17 where it previously chose Xcode Clang.

 Note that Apple clang 12 was measured to build 1.97.1 successfully, so the
 empirically-required bound is `< 1200`; 1204 is used for parity with
 lang/llvm-NN.
