Comment:

 A single tag is now interpreted as a mirror_sites style tag that controls
 the subdir. You now have to use an explicit `:nosubdir` tag to avoid
 adding a subdir. You can still have a second tag of the kind used in
 master_sites to only use the site for certain files, which is mainly
 useful for archive_site_local (though if you have multiple archive types
 you're probably better off using archive_sites.conf).
