#74343: blt: build fails under -std=gnu23 due to K&R C syntax removal in C23

BLT uses K&R-style C function declarations (parameters typed separately
after the signature), which were fully removed in C23. MacPorts now
defaults to -std=gnu23 on macOS 26 Tahoe, causing hard parse errors:
bltUtil.c:47:1: error: parameter names without types
Blt_Calloc(nElems, sizeOfElem)
int nElems;
size_t sizeOfElem;
Fix: add the following line to the blt Portfile after
`use_parallel_build no`:
configure.cflags-append -std=gnu17
C17 retains K&R support as legacy. Tested on macOS 26.5.1 Tahoe,
Apple Silicon M4, MacPorts 2.12.4.
