Comment (by tobypeterson):

 Is it possible that you have multiple versions of rust installed? Or that
 it it installed 1.78.0 again? The logic in the Portfile seems to suggest
 that you'd get rust 1.98.0.

 Out of curiosity, is there a reason you're running 10.12? Even if you're
 on old hardware, I believe 10.13 did not drop support for any hardware.
