trivy: build directly with go, on Go 1.26

 0.74.0 returns json.SkipFunc from encoding/json/v2, which Go 1.27 replaced
with errors.ErrUnsupported, so the build failed with undefined:
 json.SkipFunc.
Upstream fixed it after the release, so pin the series until 0.75.

goreleaser was only driving a plain go build of one main package, and its
need for a tagged checkout is why the port fetched from git. Calling go
directly restores the checksummed archive tarball, drops the goreleaser
build dependency, which now wants the Go 1.27 this port cannot use, and
 lets go.bin name the toolchain.
