Comment:

 Building emacs-app could take 15 minutes or so even on an arm64 machine;
 how long did you wait? While the build is in progress, you can monitor the
 file given by `port logfile emacs-app` with `tail -f` or similar. If you
 already interrupted it, follow the instructions linked in the warning at
 the start of the output. Then run `sudo port clean emacs-app` and try
 installing again with `sudo port -v install emacs-app`. If that get to a
 point where it doesn't make any progress for an unreasonable amount of
 time, please attach the log contents up to that point.
