Comment:

 The only change to the syncing code in 2.12.6 was to the command for
 syncing the PortIndex, which is not what is failing here. This looks like
 a network issue. Are you able to run a command like `/usr/bin/rsync
 rsync://rsync.macports.org/macports/` in your shell?
