 `py313-llvmlite` Fails to build on High Sierra. It throws errors such as:

 `error: call to unavailable function 'get': introduced in macOS 10.14`

 It looks like `py-llvmlite @0.45.1_0` is the last version that runs on
 older versions of macOS.
