#74199: Changes needed to python-1.0.tcl to properly handle free threading python
versions.

Comment (by Veence):

I have implemented a new python-1.1.tcl port group file, available on the
python_variants branch if you want to try.

 Mainly:
 • `${python.version]` is always numeric, so that both python315 and
 python315-freethreading correspond to the same `${python.version}` (315).
Numeric comparisons based on `${python.version}` are still valid.
 • A new `${python.suffix]` is introduced, which can be either "315" or
"315t". This can be used to set dependencies like
 `py${python.suffix}-someport`.
 • A new `${python.runtime}` variable contains the MP name of the python
port ("python315" or "python315-freethreading") and can be used to set a
dependency on the python port itself.

I've already committed on the branch a few updated py*- Portfiles, so far
I can build meson correctly with python315-freethreading, for example. I
think this solution irons out most difficulties, but some may remain
 unaddressed at this early stage.
