 rsync: Fix build on <10.10

 Although rsync has an option to do without the "at" calls, it doesn't
 work properly.  Legacy-support provides an implementation, thereby
 avoiding the problem.

 Since this change only affects broken builds, no revbump is necessary.

 TESTED:
 Built successfully on OSX 10.4-10.5 ppc, 10.4-10.6 i386, 10.5-12.x
 x86_64, and 11.x-26.x arm64.  Included all variants compatible with
 available dependencies on the respective platforms.
