#74246: netpanzer @0.8.2 fails to build with clang (no type named '_Bit_reference')

netpanzer 0.8.2 fails to build on macOS 10.14.6 (Mojave) with Xcode CLT
10.3 / clang 10.0.1.
The build fails with two errors in the bundled optionmm library and
QueueTemplate:
src/Lib/optionmm/command_line.hpp:216:33: error: no type named
'_Bit_reference' in namespace 'std'
src/Lib/ArrayUtil/QueueTemplate.hpp:45:9: error: use of undeclared
identifier 'add'
The first is due to reliance on a libstdc++ implementation detail that
does not exist in libc++. The second is a two-phase name lookup issue in
templates that older compilers accepted.
Both are compiler-conformance issues rather than platform-specific ones,
so this likely affects all recent macOS versions, not only 10.14.
Note also that the upstream homepage and distfile host (berlios.de) are
long gone; fetching returns 403 and the project appears unmaintained.
The port currently has no maintainer.
Full main.log attached.
