#74248: `port info` for retired ports or ports installed from a portdir

Currently, one can have a port installed but still get a "port not found"
error when doing `port info foo`, for instance because the port in
question has been retired from the ports tree (but is still installed) or
because it was installed from a local portdir.
I think that all comparable package management systems that I know will
provide the information of the installed package in situations like this.
MacPorts could do that too, because it maintains copies of the Portfiles
of all installed ports under
`$prefix/libexec/macports/registry/portfiles`. It could at least try to
use those files (generating warnings instead of errors for any missing
PortGroups).
