#74246: netpanzer @0.8.2 fails to build with clang (no type named '_Bit_reference')

Comment (by 1337leets):

 Confirmed. The 0.8.2 port is obsolete and doesn't build on macOS 10.14.6
 (dead BerliOS distfile host; 0.8.2 sources fail with modern clang/libc++,
 e.g. std::_Bit_reference and two-phase-lookup errors).

 I built current upstream (github.com/netpanzer/netpanzer, git tag v0.9.1)
 on 10.14.6 and it builds and runs, multiplayer included.

 Notes for a Portfile update:
 * Build system is now meson/ninja (no longer jam).
 * Deps: sdl2, sdl2_ttf, sdl2_mixer, lua51, physfs, gettext, pkgconfig /
 all current in MacPorts.
 * Needs C++17 incl. std::filesystem, so Apple clang 10 on Mojave is
 insufficient. On pre-10.15 I used MacPorts clang-17 + the libcxx port,
 with:
     * -D_LIBCPP_DISABLE_AVAILABILITY (else std::filesystem::path is
 rejected as "introduced in 10.15")
     * LDFLAGS pointing at MacPorts libc++ with an rpath, else it links the
 system libc++ and aborts at runtime on a missing std::filesystem::path
 symbol.
 * These extra flags shouldn't be needed on 10.15+.

 ! Minor upstream note: the binary reports "0.9.0" (meson.build version
 string) even though the git tag is v0.9.1.

 Happy to help test a new Portfile.
