 As far as we know, there is no missing functionality to restore. You can
 enable the rsyncd plist if you want to run the daemon. If you don't, then
 leave it disabled. Same as for any of the hundreds of other ports that
 provide launchd plists. One can use `launchctl` if one wants to enable or
 disable launchd plists (where "enable" means start the job now and at
 every subsequent system startup, and "disable" means stop the job now and
 do not start it at subsequent system startups). One can also use a program
 that wraps around `launchctl`. MacPorts, with its `sudo port load` and
 `sudo port unload` commands, is one such program. Presumably,
 LaunchControl is another such program. We do not know what LaunchControl
 means by "permanently disabled" and you'll have to contact its author for
 clarification on that.
